CREATE Mission Statement

The vision of the Consortium for Research on Educational Accountability and Teacher Evaluation (CREATE) is improved student learning, development, and achievement in PK-12 schools, institutes of higher education, and other educational settings. To that end, the mission of CREATE is:

  • To advance the field of educational evaluation by providing a forum for the presentation, discussion, and dissemination of sound practices related to personnel, student, and program evaluation, research, and policy
  • To facilitate a network among those who actively engage in personnel, program, and student evaluation and research, and those who benefit from such activities
  • To promote the development, dissemination, knowledge, and use of personnel, program, and student evaluation standards, such as those issued by the Joint Committee on Standards in Educational Evaluation.

Membership

Membership is open to any individual or agency interested in educational evaluation, research, and practice.

CREATE is a sponsoring organization of the Joint Committee on Standards for Educational Evaluation

ARTICLE I – NAME

The name of the organization shall be Consortium for Research on Educational Accountability and Teacher Evaluation (CREATE).

ARTICLE II - MISSION

The vision of the Consortium for Research on Educational Accountability and Teacher Evaluation (CREATE) is improved student learning, development, and achievement in PK-12 schools, institutes of higher education, and other educational settings. To that end, the mission of CREATE is:

  • To advance the field of educational evaluation by providing a forum for the presentation, discussion, and dissemination of sound practices related to personnel, student, and program evaluation, research, and policy
  • To facilitate a network among those who actively engage in personnel, program, and student evaluation and research, and those who benefit from such activities
  • To promote the development, dissemination, knowledge, and use of personnel, program, and student evaluation standards, such as those issued by the Joint Committee on Standards in Educational Evaluation.
ARTICLE III - MEMBERSHIP
Section 1

Membership in CREATE shall be open to all persons and organizations engaged in educational evaluation research, policy, or practice.

Section 2 - Active Members

Any individual meeting the criteria in Article III, Section 1, and whose membership dues are paid, shall be a regular member.

Section 3 - Student Members

Student membership shall be open to all students enrolled at an institution of higher education. Student members shall enjoy all the rights and privileges of regular membership.

Section 4 - Organizational Members

Membership in CREATE shall be open to organizations that satisfy the criteria in Article III, Section 1. An organization may designate up to four (4) individuals as members in CREATE who will enjoy all the rights and privileges of regular membership.

ARTICLE IV - DUES
Section 1 - Member Dues

Membership dues shall be set by the Board of Directors.

ARTICLE V - BOARD OF DIRECTORS
Section 1 - Governance

CREATE shall be governed by a Board of Directors consisting of ten elected directors, three elected Officers (see Article VI), and four appointed officers (see Article V, Sections 5-8, below).

Section 2 - Term

Elected directors shall serve staggered two year terms, with five directors elected each year. Directors shall take office at the close of the organization's annual conference. Elected directors may serve two consecutive terms.

Elected officers (i.e., President, President Elect, and Past President) shall serve for a term in accordance with Article VI, Section3.

Appointed officers shall be annually appointed by the CREATE Board of Directors and Officers and serve at the discretion of the Board.

All elected and appointed officers must be members of the organization in good standing at the time of election and remain in good standing throughout the term on the Board. A member in good standing is defined as any individual member with paid membership in the organization.

Section 3 - Vacancies

A vacancy that occurs on the Board shall remain unfilled until the regular election at which time a member shall be elected to fill the unexpired term. Directors elected to fill an unexpired term shall serve to the end of the term and shall be eligible for election to two additional consecutive terms.

Section 4 - Presiding Officer

The President of CREATE shall preside at meetings of the Board of Directors and meetings of CREATE. In the absence of the President, the order of succession of presiding officer shall be the President Elect and then the Past President.

Section 5 – Treasurer

The Board of Directors shall annually appoint a Treasurer. The Treasurer shall provide analysis and projections of the financial status of CREATE to inform the Board’s decision-making. The Treasurer shall sit on the Board of Directors as a non-voting member. The Treasurer shall not serve simultaneously as an elected Board Member or as an Officer (e.g., President) while in the role of Treasurer.

Section 6 – Executive Director of CREATE at UNCW

The University of North Carolina at Wilmington, Watson School of Education, shall annually appoint an Executive Director of CREATE at UNCW with the advice and consent of the Board. The Executive Director of CREATE at UNCW will maintain an ongoing working relationship with the CREATE Board of Directors and Officers in order to facilitate the work of CREATE and UNCW. The Executive Director of CREATE at UNCW shall sit on the Board of Directors as a non-voting member The Executive Director shall not serve simultaneously as an elected Board Member or as an Officer (e.g., President) while in the role of Executive Director.

Section 7– Publication Editor

CREATE shall maintain a scholarly publication that is affiliated with the organization. The Board of Directors shall appoint annually (or jointly appoint with a partnering organization, if applicable) a Publication Editor who shall maintain an ongoing working relationship with the CREATE Board of Directors and Officers in order to facilitate the work of both CREATE and UNCW. The Editor shall sit on the Board of Directors as a non-voting member. If duly elected, the Editor may serve simultaneously on the Board of Directors or as an Officer (e.g., President) while in the role of Editor.

Section 8 – Representative of the Joint Committee

The CREATE Board of Directors and Officers shall annually appoint a member in good standing of the organization to serve as the Board’s representative to the Joint Committee. The Representative shall sit on the Board of Directors as a non-voting member. If duly elected, the Representative to the Joint Committee may serve simultaneously on the Board of Directors or as an Officer (e.g., President) while in the role of Representative to the Joint Committee.

Section 9 - Meetings

The Board of Directors shall meet in conjunction with the annual conference of CREATE. Special meetings of the Board may be called by the President or by a majority of the Board.

Section 10 - Contracts

The Board of Directors shall be authorized to enter into contracts on behalf of CREATE.

Section 11- Authority

All authority for CREATE not otherwise specified in these by-laws shall reside with the Board of Directors. The Board may delegate authority as it chooses.

ARTICLE VI - OFFICERS
Section 1 - Officers

CREATE shall have three officers: President, President Elect, and Past President.

Section 2 - Ex Officio

Each officer shall serve as an ex-officio member of the Board of Directors.

Section 3 - Term

Officers shall serve one year terms of office and shall not serve consecutive terms in the same office, except as noted in Section 6.

Section 4 - Succession

The President Elect shall become President at the close of the organization's annual business meeting one year from the meeting at which he/she was elected President Elect. The incumbent President shall become Past President upon succession of the new President.

Section 5 – Absence/Vacancy of President

The President Elect shall serve in the absence of the President. In the event of a vacancy in the office of President, the President Elect shall become President and serve the remainder of the unexpired term. He/she shall then serve his/her regular full term as President.

Section 6 - Vacancy of President Elect

In the event of a vacancy in the office of President Elect, the incumbent President shall serve an additional term.

Section 7 - Duties of the President

The President shall preside at meetings of CREATE and the Board of Directors. He/she shall appoint committees at the direction of the Board of Directors, and he/she shall coordinate the activities of CREATE.

Section 8 - Duties of the President Elect

The President Elect shall act for the President in his/her absence. The President Elect shall serve as recording secretary for the Board of Directors and shall chair the Finance Committee.

Section 9 - Duties of the Past President

The Past President shall chair the Program Committee and shall plan the annual conference, at the direction of the President and Board of Directors.

ARTICLE VII - COMMITTEES
Section 1 - Program Committee

The President shall annually appoint a Program Committee who shall be responsible for planning the annual conference. The Past President shall chair the Program Committee.

Section 2 - Finance Committee

The President shall annually appoint a Finance Committee, from among the Board of Directors, to oversee and coordinate the collection and expenditure of funds at the direction of the Board of Directors. The President Elect shall chair the Finance Committee.

Section 3 - Nominating Committee

The President shall annually appoint a Nominating Committee who shall nominate a slate of officers and directors for the Consortium.

Section 4 - Other Committees

The President shall appoint all other committees as directed by the Board of Directors or as may be necessary to accomplish the mission of CREATE.

ARTICLE VIII - ELECTIONS
Section 1 - Time

Elections shall be conducted by the President and shall be the last scheduled order of business at the annual business meeting of the annual conference.

Section 2 - Officers and Directors

The following shall be elected annually: President Elect and five members of the Board of Directors (unless dictated otherwise by the need to fill uncompleted terms).

Section 3 - Slate and Nominations

The Nominating Committee shall nominate a slate of officers and directors. Any CREATE member may be nominated from the floor.

Section 4 - Voting

The Board of Directors shall determine the manner of the vote.

ARTICLE IX - MEETINGS
Section 1 - Annual Conference

CREATE shall hold an annual conference at a time and place determined by the Program Committee and approved by the Board of Directors.

Section 2 - Other Meetings

CREATE shall hold other conferences, workshops, etc., as determined by the Board of Directors.

ARTICLE X – PUBLICATIONS
Section 1 - Newsletters and Publications

CREATE may produce a newsletter or other publications at the direction of the Board of Directors.

ARTICLE XI - BUSINESS AFFAIRS
Section 1 - Organization

CREATE shall be a not for profit educational organization consistent with Section 501(c)(3) of the Internal Revenue Service Code.

Section 2 - Principal Office

The principal office of CREATE shall be located within the Watson School of Education at the University of North Carolina-Wilmington.

Section 3 - Fiscal Year

The fiscal year shall be January 1 through December 31.

Section 4 - Records and Reports

All records and reports shall be maintained at the principal office and shall be subject to inspection by any member upon his/her written request. The custodian of records may promulgate reasonable regulations regarding the safekeeping of records.

Section 5 - Annual Report

The President shall present an annual report at the business meeting.

Section 6 - Personal Expenses

Officers and directors may be reimbursed for all, or a portion of, personal business expenses incurred in the performance of the duties of the office, subject to recommendation by the Board of Directors and approval by a majority of the members voting at the annual business meeting.

ARTICLE XII - AMENDMENTS
Section 1 - Vote

These by-laws may be amended by a two-thirds vote of the members present at the business meeting of the annual conference of CREATE.

Section 2 - Proposed Changes

Members proposing by-law amendments shall present the proposed changes, in writing, to the President, no later than thirty days prior to the first day of the annual conference.

Section 3 - Dissemination

Proposed amendments shall be available, in writing, upon registration at the annual conference site.
